The following figure was produced using policy data from the Migrant Integration Policy Index (MIPEX) and unemployment data from the World Bank for 2007.

Each dot indicates the difference in unemployment rates between native and foreign born individuals within a given country. The smaller the data point, the more foreign-born populations are employed at the same rates as native-born. We would expect smaller dots (more equal representation in employment) at the far end of the policy spheres (more open labor markets). As depicted here, however, there does not appear to be a relationship between state labor integration programs and actual employment outcomes.  Instead, we see a smattering of integration across the two labor integration scales suggesting labor access and mobility programs may not effectively promote economic integration.
